Introduction

But that meta/editall/catmod/high-level editor has
less edits than I do. How did they get their status?

Remember, grants aren't given solely because of the amount of edits made.
The editor may have proven their skills in other areas, for example category
reorganizations. Some editors have had their stats reset to zero when they
got too high (generally 30-50 thousand); others earned their permissions when
the directory or category was much smaller, and helped it grow. Some editalls
have been brought in by staff to help with specific areas.

Why can't all editors rename and move within the
categories they edit, and why can't they change the search strings?

Editors are expected to consult with others before they make
major changes to categories, or move them. Also, the category movement mechanism
may be overloaded if too many catmvs are done at the same time. In order that
the possibility of this being done erronously is reduced to a minimum whilst
keeping things running smoothly, only specially entrusted editors who have
proven to be sufficiently responsible are entrusted with catmv privileges.

Who can catmv a category from a Classic
ODP category to a Kids and Teens category, and vice versa?

Any editor that has editall/catmv/keditall/kcatmv or higher
can catmv a category from Classic ODP to Kids and Teens, and vice versa.

Is the editor of a top level cat also
    necessarily an CatMod or editall?

No. To ascertain whether a certain editor is a CatMod or editall
you should consult the list of
    meta-editors.

Is it necessary to be a top-level
    editor to become an editall?

No. While most editalls and metas are also top-level editors,
some are not or have never been.
