  <h1 align="center">Illegal Sites</h1>
  <p>The question of whether or not a site is legal, is one that crops up regularly. 
    Unfortunately, the answer is anything but clear-cut. The most important point 
    to bear in mind is that we, as ODP editors, are not the police of the Internet. 
    That is to say, it's not our job to enforce the copyright/intellectual property 
    rights of others. Thus we err on the side of inclusion.</p>
  <p> Certain content is always illegal. The most obvious example is child pornography 
    -- it is strictly prohibited from the directory. In addition, sites offering 
    Nintendo ROMs for download should never be listed -- Nintendo's lawyers enforce 
    the rights afforded to them via the Digital Millennium Copyright Act. Sites 
    that contain such content should be deleted.</p>
  <p> The next level to consider is content that is prohibited by the jurisdiction 
    in which you edit. For example, Dutch editors are not allowed to list hate 
    sites, as their country deems them illegal. Editors who are not allowed to 
    legally view pornography -- be it due to their age, or country's indecency 
    laws -- should refrain from editing in the Adult/ category as it is highly 
    likely that you will encounter such material. Sites that fit this description 
    should, if they meet other listing requirements, be left in Unreviewed as 
    opposed to being deleted. This is because some editors are within their rights 
    to list them. </p>
  <p>Sites that explain how to perform an illegal activity, without specifically 
    facilitating it, are not inherently illegal. So a site that gave step-by-step 
    instructions on compromising the security of a Web server is legal. However 
    if the same site suggested a specific server to attack and provided authentication 
    details then it would be illegal. This distinction is important -- an explanation 
    of an activity can be regarded as material for educational purposes, i.e. 
    purely theoretical information, and thus legal.</p>
  <p> It can be seen that a sizeable grey area exists between legal content and 
    illegal content. As a result of this you are likely to encounter sites that 
    you're not able to ascertain the legality of. In these cases it is suggested 
    that you leave the site in Unreviewed -- or unreview it if it is already listed 
    -- and seek advice in the editor fora from senior editors.</p>
