  <h4 align="left"><a name="intro"></a>Introduction</h4>
  <p align="left"> Deciding whether or not a site should be included in the directory 
    can be a daunting task. The following document aims to aid you in your decision 
    making. Remember however, the final decision is left up to your judgement, 
    after all: humans do it better! 
  <h4 align="left"><a name="prohibited"></a>Prohibited sites</h4>
  <blockquote> 
    <p>Some types of site should never be listed in the directory. Understanding 
      these types will let you make decisions on certain submissions quickly.</p>
    <h4><a name="mirror"></a>Mirror Sites</h4>
    <p>These are sites that duplicate the content of a site that's already listed. 
      Upon encountering such a site you should send it to the Test/See_Editors_Notes 
      category, to lessen the chance of it being added by another editor.</p>
    <h4><a name="illegal"></a>Illegal Sites</h4>
    <p>Sites that are intent and substantially focused on making available and 
      distributing illegal materials are not to be listed. However, sites that 
      provide factual and how-to information are generally acceptable. Such sites 
      should either be deleted or sent to Test/See_Editors_Notes . For more information

    <h4><a name="search"></a>Search Results</h4>
    <p>As a general rule, links to search result sets are not allowed. These should 
      be deleted. For example, <a href="http://search.ebay.com/search/search.dll?query=pet+rock%20">http://search.ebay.com/search/search.dll?query=pet+rock 
      </a>should not be listed.</p>
    <h4><a name="product"></a>Product Listings</h4>
    <p>Sites, or more appropriately termed 'pages', that are only devoted to the 
      sales and distribution of a single product should be avoided. For example, 
      <a href="http://www.amazon.com/exec/obidos/ASIN/0140259988/">http://www.amazon.com/exec/obidos/ASIN/0140259988/</a> 
      should not be listed.</p>

  <h4><a name="unique"></a>Unique Content</h4>
  <p>Does the site offer content not currently represented in your category? The 
    answer to this question will depend on the scope of your category. If you 
    have a small category, that you are attempting to build up, then you are likely 
    to be lenient with your definition of 'unique' than the editor of a category 
    containing hundreds of sites that are only minutely different. </p>
  <h4><a name="useful"></a>Useful Content</h4>
  <p>It is a common misconception that we evaluate sites for their usefulness. 
    Such a judgement would be subjective, and thus we do not make it. If a site 
    offers unique content it should be included.</p>
  <h4><a name="offensive"></a>Offensive Content</h4>
  <p>If you find a site offensive, or are otherwise uncomfortable with listing 
    it then please leave it in unreviewed for another editor. Deleting sites because 
    they offend you is considered abuse.</p>
  <h4><a name="adult"></a>Adult Content</h4>
  <p>Sites that are pornographic, or otherwise not child friendly, should only 
    be listed in the /Adult hierarchy. If you receive such a site you should forward 
    it to the most appropriate sub-category of Adult/.</p>
  <h4><a name="incomplete"></a>Under Construction or Otherwise Incomplete Sites</h4>
  <p>If the majority of a site's content is incomplete then it should not be listed. 
    You may either delete the site or keep it in unreviewed. Incompleteness can 
    take the form of many broken links, content that is promised but not present, 
    and sites that are unusable because they do not contain certain content. However, 
    you should use your best judgement; sites that are incomplete but also offer 
    unique content may be worth listing. Equally, the fact that a site claims 
    it is under construction, does not necessarily mean that it should not be 
    listed. In all cases, ask yourself whether, in its present form, the site's 
    advantages outweigh its disadvantages.</p>
