What can a staff/root editor do?

Anything that any of the other editor classes can do, plus:

Grant new privileges, for instance editall, meta, catmod.

Perform system maintenance tasks.

Anything else they want. ;)

How do I become a staff editor? Have any volunteers
    been hired?

Staff are employees of Netscape Communications Corporation, which hosts and
adminsters the Open Directory Project. No volunteer editors have been hired,
  to date.

Why is there less visible staff presence
    in the directory than previously?

The structure of the ODP has been deliberately evolving towards
greater community self-management since the beginning.
